The decision in Europe you refer to is causing a lot of consternation here among net neutrality and free speech advocates, not to mention Google itself.
Many believe that this kind of ruling is unenforceable and will lead to more administrative and legal problems than the judges who made it could ever imagine.
It is likely to be a long time before Google actually removes and such information, European court or no. And, of course, there are always the web archiving sites to contend with. While it may be possible to make the damaging information hard to find, it is unlikely that it can be completely expunged from the public record.
Looks to me like a judiciary attempt to "un-ring" a bell. Pretty hard to do.
