Hmm, I wonder what those roles and responsibilities could be.
Editor-in-chief = the guy who decides what gets published, and when, and by whom.
Founding Editor = the guy whose name is listed in the credits but who does nothing, says nothing, and is listened to by no one.

I contacted someone at Maxwell. This person informed me that DCP has resigned from "all active participation with METI." The folks at Maxwell extended to him the title of Founding Editor to recognize his historical role in the project.

Dr. Peterson controls his BYU profile. The person I contacted is the current director of METI.
