If the Morg was forced to confront this, they would likely say that he who is paid, is not a minister, but is an administer.
Which I think is very much the case. The ministry is local leaders, not those enthroned on red chairs.

To ensure that Mormon Bishops and Stake Presidents tow the line, more and more of them are being called from employee's of the Mormon Corporation.
So yes, the Mormon Corporation uses a paid ministry.
