Now why not church?

Women should be able to dress appropriately for Sabbath and still retain discretion over what they wear in terms of attire.

Slacks are just as fashionable as dresses, and in wintertime certainly more appropriate.

In what way is the decision in 2017 to allow men to wear coloured shirts and take their jackets off if it's hot and women to wear pants or go bare-legged, at the forefront of anything?

Does he even know what the world outside of Mormonism looks like?

Yes, that statement was very ridiculous. When my older brother went to high school, girls had to wear skirts or dresses. I started high school in 1974 and by then girls were wearing pants in high school. It's like these Mormon leaders have no clue of the world they've been living in these past 4 decades.
