Here’s how the Deseret News reports it...
Today, the United Kingdom is home to more than 185,000 Mormons in 333 congregations. It remains a strength, a place where some senior church leaders spent formative years as missionaries and others have spoken in parliamentary group sessions in recent years.

Note how the Deseret News uses the congregation number from 2016 rather than 2017.

We simply invent new reasons, new justifications, new explanations. Sometimes we ignore the evidence altogether.” (Mathew Syed 'Black Box Thinking')

Were we expecting a continual increase?

Weren't you? You can't tell me that what we are seeing today with the decline of church growth is what the so called prophets had in mind when they were predicting the stone rolling forth and filling the entire earth. But I guess its still a possibility...it'll just take some black plague that selectively kills off only non Mormon's and then I guess that prophecy could be fulfilled.

A strength? 185k (likely much lower for if we count only active) out of 65.64 Million is 0.002846 of the population. That doesn't sound all that strong to me.

This is the era I grew up in. We always made a point to let folks know we were the world's fastest growing church. The notion that we could expect membership to decrease would have been met with absolute derision. Gonna get that call to Missouri. Any day now. Any. Day. Now. Any...

Per the Propaganda arm of the LDS Church:

Today, the United Kingdom is home to more than 185,000 Mormons in 333 congregations. It remains a strength, a place where some senior church leaders spent formative years as missionaries and others have spoken in parliamentary group sessions in recent years.

It is hardly a strength. The LDS church is the one claiming such. So don't ask us if there is an extended continual increase.
