Perhaps they are giving members outside of Utah a break.
With the new Political Specialists reminding members in Utah to attend their local GOP caucuses (wonder if they will add the GOP caucus to the Priesthood and Relief Society meeting attendance lists?) members cannot use the "I forgot" excuse to avoid subjecting themselves to such meetings.
The Church is banking on this new tide of members voting to avoid another incident like telling the populace to vote against medical marijuana and having the majority vote in favor of medical marijuana anyway.
What if someone were to put a referendum item on the ballot for a state lottery? The Church would need to activate nearly all TBMs to vote that particular ballot initiative down.

I don't believe you will find many L-d$,inc members willing to strap on explosive vests and kill themselves to kill the enemies of the church.
