Anecdotally I have heard that in Sweden there isn't much budget for welfare, and generally the money is sucked up to be used elsewhere. The problem is that there are members that follow the wife staying-at-home program, and paying tithing can leave them in a tight spot or going in debt to feed their family that the government certainly won't recognize. I've heard of a bishop tell such a couple there is nothing he can do for them. The couple stopped paying tithing, got out of debt, his work situation improved and instead of going back in they went completely out of the church. I do think we held onto being able to hire a member to clean the church for much longer than it was possible in the US, I know there was an immigrant with that job at least in 2011.
I recall hearing there was a case in the Netherlands where the bishop became unemployed, and so he started taking care of himself from the welfare pot. I think it went on for years, and eventually the church caught it and excommunicated him. They weren't able to do anything to reclaim anything cause it was their own lack of checks that let it go on, and the guy wasn't defrauding them even if it wasn't kosher with Salt Lake.
According to published financial reports, the Church in the UK received £506,000 of donations to the humanitarian aid fund, which already had £4,252,000 sat in it. During 2020 the Church spent £186,000 on humanitarian aid.
