He uses Mormon money to create the crime through entrapment. A bunch of Mormon gringos roll into town flashing cash and asking for young girls. How many women were connived into taking showers or performing other such acts with Ballard in the name of preparing to do whatever it takes to save those children.

Ballard is a type of Joseph, who set the example: acting from his position of power, justified by asking an unknown number of women to trust him and do what it takes to secure eternal life for them and their loved ones. It is sick. Tim Ballard is sick. Joseph Smith was also sick.
