I was speaking within the context of the LDS church’s ban on black people. If there was a ban on Pakistanis and not Indians, yes that would be as problematic as the ban became in Brazil.
In that context, the ban was on people of Black African descent, not simply black people. I actually don’t think Bishops got good guidance on how to manage the ban and identify people correctly, so they took your easy route of black skin = banned.
A quick browse of the wikipedia entry for Black people:
Almost all considered to be "black" are of relatively recent African ancestry. Of course we are all descendants of Africa on a long enough time-scale.
The main exceptions seem to be mixed-race people, such as in Brazil, and islander/Aboriginal peoples. I doubt there were enough Aboriginal people applying for temple recommends to constitute a significant problem.

There are plenty of public spaces where bathrooms are not gendered, for example if you’ve ever taken a plane flight. Bathrooms are not an issue.
