I agree that Luke never says the Ninevites knew about the fish, and defines Jonah himself as the sign. The whale gets too much credit, mostly because it was Jonah who wasn’t having such a gourd day.

But if “the sign of Jonah” doesn’t connect in some way to the three days in the fish, then what exactly makes Jonah a sign? Without passing through three days of what would ordinarily result in death for anyone else, he’s just another guy saying “repent.”

Exactly. The sign of Jonah is no sign, no special effect, just plain text. The Ninevites heard the message, and the message convinced them. We don't need a miracle to tell us that we're on a wrong track. We already know that we are. We just need someone to make it the topic.
