You can clearly see his left hand coming up for the two handed shake at :05, after the bow. And they stand shaking hands for a few seconds after the bow. Either he was bowing, or he was picking something off the floor.
The White House should come clean and just insist that a "bow" in this case is a sign of greeting or respect, not submission or deference.

Yeah, it's not nearly as bad as George W. Bush french-kissing the Saudi Ambassador after 9/11.
