I want to hang Christmas wreaths on my outside windows this year with the long strip of red ribbon that hangs from the top of the window to the wreath. The problem is that I don't know how to hang them. They will need to be secure since our weather varies from warm to cold and it can get windy and rainy around Christmastime.

DIY Jersey Girl at your service! If you don't want to use a suction cup and really want it to hang like the Southern Living photo, I'd use a staple gun and staple it to the top of the window frame, just underneath the frame itself.
If you don't have a staple gun, try Wal Mart. You should be able to pick one up there for a very reasonable price.
