Maybe you don't have those in Cali. Here in socialist Utah we have several county recreation centers. Some are little more than a pool and a gymnasium. The one near me also has a climbing wall, free weights and machines, and aerobics classes. I used to have my daughter's birthday parties there.
I have less of a problem with stuff like this at the local level. It's easy to leave a city that taxes too much, so in a way cities have to be accountable to their citizens or they will lose them. For example, several years ago I was relocating my business and I had several different cities to choose from. I was able to compare their taxes and other considerations before choosing where to move.
Also, citizens have much more power to change their cities by voting or otherwise becoming involved.
It's tougher to do this with states or countries, although obviously it can be done.
