That was weird.

It sounds like he was cited for disorderly conduct. He was using the word "dirty penis" and "anus" and offensive gestures towards some sorority women. He was yelling at them that sorority women are sluts and such.

Would be nice to understand what exactly happened.

There is obviously a line between free speech and sexual harassment (which is not protected) or threats or certain other language.

Disorderly conduct makes it illegal to "disturb the peace" which is a pretty broad thing. I would say yelling obscenities at women on a college campus is disturbing the peace.

The officer specifically said he broke the "offending someone law". So, it doesn't appear to be about the other things you mention.

The guy appears to be a protester criticizing certain subjects, like homosexuality, abortion etc.
He doesn't seem to have been doing some of the things you mention.
Also, it was off campus. Further, protesting is "disturbing the peace" so protesting doesn't really fall under that category legally speaking.

So ya, it was a weird one. So, not sure exactly.
But, similar is happening at various college campuses. Liberal are putting hate speech laws in place, and hate speech to them is if it's critical in some way toward a subject they support, then it's hate speech.

If you watch the entire thing he says the citation is for disorderly conduct. I have no idea why he kept saying that he was getting written up for offending someone.

The video specifies some of the words he was using. The officer lists a whole bunch of things and the young man only disagrees with one item.

If he was protesting, did he have a permit to do it where he was?

If he was standing right at the door to Temple Square yelling that Mormon women are whores and Mormon men have genital warts, would you agree with him being cited for disorderly conduct or do you think he should be allowed to do that to preserve free speech?

Can I go stand on the corner at your ward building and yell that Mormon men have dirty penises and Mormon girls all are sluts with genital warts? Should that be allowed or is a citation for disorderly conduct warranted?

I think that there is a line somewhere and I would error on the side of preserving free speech. But, harassment shouldn't be allowed.

There is no absolute right to free speech, but I tend to give great deference to the concept. While Slander is a torte subject to lawsuit, Disorderly Conduct involves crime. Though generally the police will just tell you to move along.
