Mandatory firearm insurance, by itself, is unlikely to change much behavior with respect to guns. Changing the liability laws is also needed to make the owner strictly liable for damage caused by the gun. That way, the costs that are currently borne by the victims of firearms are shifted to the gun owner, where they should be. Nothing in the Constitution gives gun owners to impose the cost of firearm ownership on the rest of us.
I believe the Risk insurance actuaries are what are being weeded through now, property liability is fairly straightforward in value. But the actuaries for the risk of guns seems to be harder to value. Its like your car insurance, car stolen its easy to value replacement. Car hits a person and a house, the damages become more varied, but policies are underwritten accordingly (eg $5ok medical benefit, etc.).
So, perhaps a gun owner in the future will be "My policy covers me shooting 2 guys, but my deductible goes way up after shooting the 3rd feller".

Or, like being a young teen male, the insurance rates reflect the demographic probability you will end up using the weapon irresponsibly. Post stupid crap on Facebook versus being a straight A student? Different rates. Use or be in possession of an uninsured weapon? Fines and possible jail time.
Responsible gun ownership and use should be a conservative position.

Only the elite will be able to protect themselves from thieves and criminals. Usually they can afford to hire a private detail if necessary.
Do you have homeowners insurance? If you do, you have gun liability insurance. Do you have renter’s insurance? If so, you have gun liability insurance. Are you too poor to own a gun?
