Thanks for confirming my impression - formed after a significant effort to work out what he was saying, an effort I expended on the good old historical 'principle of maximum charity'. That says that one should always start by saying 'Look, this document probably made sense to the person who wrote it. So if it seems nonsensical and confused, maybe you have just not understood what he meant to say.' Eventually, of course, you are allowed to give up and say 'OK, this guy really does appear to have written something nonsensical. People do sometimes write nonsense, and this is an example of that.'
