TL,DR
It's the same here. I assume there is probably some kind of target system between the countries where they benefit in some way from it. Probably skews data in a way that is beneficial to the government. Who knows.
I don't think people who are not citizens should be allowed to vote on big issues that affect the culture and laws of the nation. But I do think they should be allowed to voice their opinion and that should be considered. But even the citizens opinions are barely considered so it's pointless.

Yes, the polling places are supposed to have three workers: Two from the party who won the local legislative seat and one Democrat. The other workers can always find a volunteer from the local ward unless the county can recruit someone. Regardless of who is filling in, the local Relief Society members are always kind in bringing something for lunch and dinner. Now that Utah mostly does mail-in ballots (Utah Republicans love this despite the orange blowhard) it lessens the burden on the polling place.

It's perfectly understandable that Republicans would love mail-in ballots in a safely red district or state. Trump himself only rails against mail-in ballots whenever he can use them as an excuse to claim a rigged or stolen election when his side doesn't win. We both know that he happily used a mail-in ballot at the last election in Florida. I'm sure that even Ajax doesn't really object to using mail-in ballots as long as the district in which he resides stays deeply red. Unless election day is made a national holiday so everyone can get a day off from work to go and vote, there is no rational justification for banning mail-in ballots. What Trump and his MAGA sycophants call "the deep state" are nothing more than the qualified personnel with the training and experience to carry out and maintain the day-to-functions of government without which the whole thing would collapse into an intractable mess. Most of these functions need to be carried out with consistency, continuity and efficiency, regardless of which political party happens to be in power. These personnel are just ordinary citizens like the rest of us and are not any more likely to be of any one particular party or political persuasion rather than another than are the rest of us.
