(a) However hard he tried, he just couldn't construct the simple sentences needed to convey such a claim. He just rambled and babbled without making any particular sense.
(b) The claim is nonsense anyway, since raising tariffs on foreign imports does not give the government money taken from foreign importers, but instead takes it from the US citizens who have to pay higher prices for the imported goods they need.

I don't see anybody simply saying that it would be a good idea for a president simply to go on television and announce "To end the American carnage [or whatever], I announce that the constitution is hereby suspended until further notice". That is, is it not, more or less what Trump is talking about.

The difficulty of changing the American constitution is probably its biggest weakness.
The American system of government is Democracy 1.0, a wonderful new product when first introduced but lagging the field badly now. I don't believe any other nation is currently running a copy of it. The separation of powers seems to have been overdone, in hindsight, and the balanced bicameral legislature, with both chambers powerful, creates too much deadlock. Simply having to face the electorate every few years has proven to be enough of a bulwark against tyranny that we can safely let elected governments get things done more easily. Unfortunately, fear of power in the 1.0 era also made it hard to change the clunky system in future, and so the US is stuck.

For those keeping track at home, on what the Conservative Christian (TM) candidate has stated his platform to be in the last few weeks. He plans on imposing more taxes on Americans, and increased socialism by using government funds to kill millions of embryos every year, but to also pay for childcare for the embryos that aren't killed.
