I don't know if we have anyone in the industry (Cinepro, in case you search for your name on occasion), but how exactly would this work? Would it be a tax on top of any distribution rights contracts? Like, if I paid $500,000 to be able to distribute a foreign film about Ube snacks, would I then have to pay the government $500,000 also? Or would it only apply to physical media, like ever DVD of a foreign film would have a 100% tax tossed on top of it (so instead of me paying $3 for each copy of Pan's Labyrinth as a bulk importer, I'm paying $6)?
Also, what constitutes a "foreign film" under this tax? Is it a film that is primarily made overseas (like Lord of the Rings), or is it films made by companies who are incorporated in other countries (like Ardmore Studios)?
