Why? Because of how this country views accountability and why. Underneath all the test score stats and overlooking critical and basic skills development, are numbers. Numbers with regard to performance which is measured by standardized testing. Teachers are often compromised when they have to "teach to the test" that is to say, when teaching becomes preparation for testing instead of learning. Teachers are forced into such situations because their own retention is on the line. So are those in administration.
