I think it may have been a while since you've read the transcripts of the hearings for the ASCA (I have a funky memory too), as the above doesn't jive with the facts. During the hearings, the DEA, FDA, NIDA, and even the AMA all testified that AAS didn't lead to the mental and physical dependence that is required for scheduling under the CSA. The scheduling was fundamentally political/ideological (largely fueled by the controversies surrounding various Olympians and Olympic teams).
