What is that opinion based on? This situation the best way to kill more people is to fire bullets as fast as you can. He didn't need accuracy as he was firing on a large group of people. I would agree in other situations the bump stock would be less effective, but not in this one if it fires more rounds quickly. He obviously thought so if he had 12 of them.
