I think you are confused. Under a medicare plan, you still go to a private (not public) provider to receive medical care. Not all care providers participate in Medicare. However, the same is true for the typical private insurance plan.
Most of what you said to me are confused rants. But I will reply to one thing because it is about factual information.

Your talking points are out of date. The original law said vouchers would be mandatory, but that was repealed 18 months ago.
