Trump is issuing a series of threats to swing states that are issuing mail-in-ballots to withhold federal funding for the states if they persist with vote by mail. In other words, he's attempting to use federal funds to coerce election rigging. That's a fairly bright-line example of an impeachable offense, but all accountability mechanisms have been shattered, so you just have to hope that people in state government react to the attempted coercion by pushing back harder.
