Because of his independent financing and digital tools, I would argue Lucas had the most creative control over Eps 1-3.

I would also suggest that the limitations in technology, budget, time, and the influence of producer Gary Kurtz gave Lucas the least "control" over Episode IV. But he cared the least about Episode VI, so he probably had the least creative input into that movie in the series.
