Blue and black ribbon
Hanging along with the green wreaths with red bows is a blue and black bow at the entrance sign to our neighborhood. Does anyone have any idea what the blue and black bow may represent?

It doesn't represent anything. The buyer just liked the colors.

Actually, Jersey Girl, she was inquiring about the color of a bow on a wreath, not about a free-standing ribbon.

Yes, I know that. The bow is made of ribbon. Not all symbolic ribbon is "free standing". Examples, breast cancer awareness pink ribbon presented in various forms. The wreath is standing at the entrance to the community. It is obviously there to make a statment.

Wreath with red bow to left of sign [concrete- name of the subdivision is between two stone columns] Wreath with red bow to right of sign.
On the stone column facing the intersecting street is a blue and black bow (one bow and no wreath).
This is like trying to tell someone how to put on a sweater.
I've almost concluded it may be school colors for one of the private church schools in the area whose colors at one time were blue and white, but now they've painted their logo on the side of the bleachers which includes the colors blue, white, and black.

Are you sure it isn't a sign of ill will toward the inhabitants inside? A sort of curse, if you will?

Shades is right. According to my Cursin' dictionary it is a curse.
