Does trickle down effect boost a nations economy?

A very interesting news item on Warren Buffett and his views on the trickle down effect and tax cuts.

I understand that much of the economy is driven by consumption. If peoples wages are pushed down, if they have maxed their credit card then they pull back on spending. In my workplace I am hard put to find a space in the work refrigerator because everyone is bring a food from home rather than buy lunch out.
Why would a billionaire like Buffett see things this way? Are Palin and all these other "cut taxes" supporters wrong or right?
