Marriage and Marijuana

I was wondering about applying the old William F. Buckley approach regarding marijuana to marriage: That marriage should be made illegal and thus would be engaged in either by criminals or rich guys who sail beyond the three mile limit on their yachts.
The Mormon Church could have a very popular Cruise line for straight marriage minded couples. The State of Utah would not need to be called into special session to grant a special liquor license waiver due to the proximity of the onboard chapel, since the fleet would remain anchored at the off shore British Petroleum drilling platform.
