Romney vibrating on Health Care Reform

On Sunday, Romney tells Meet the Press that one of the things he going to 'put in place' is that 'all those with pre-existing conditions can get coverage.'
It's weird, because the raison d'etre of the individual mandate is people won't wait until they're sick to get health insurance. Romney was clearly aware of this when he passed the law in Massachusetts. Requiring coverage of pre-existing conditions without requiring an individual mandate doesn't seem logical.
A few hours later, just to clarify things, an aide then tells The National Review Romney does NOT support a requirement that all those with pre-existing conditions can get coverage:
"[I]n a competitive environment, the marketplace will make available plans that include coverage for what there is demand for," the aide said. "He was not proposing a federal mandate to require insurance plans to offer those particular features."
Whoops! If the first porridge was too hot, this porridge is too cold! Time for a clarification of a clarification. Another aide tells Buzzfeed:
"Gov. Romney will ensure that discrimination against individuals with pre-existing conditions who maintain continuous coverage is prohibited,"
So much for the idea that 'the marketplace will make available plans that include coverage for what there is demand for',
In this situation 'wavering' is typically the verb of choice, but I think the 'vibrating' is more appropriate. His position oscillates so rapidly that it is difficult to know its exact location at any one place in time.
