Rape and In Vitro Fertalization

According to the Republican Platform, In Vitro Fertilization should be illegal, but if a woman is raped she is required to have the baby.
Can someone explain how that it philosophically consistent?

In Vitro often includes culling out some fertilized eggs. So, they might put 4 fertilized eggs in a woman and then take out 2 or 3 if they all "take."
There is also a large amount of cell waste. Fertilized eggs that are thrown away (that could be used for stem cell research, by the way). A small number of these eggs are adopted out.
