I always thought it was because of the wastewater treatment plant effluent just across yonder border.

You're a wise hydrologist. We do have more than a few treatment plants on the coast that were built before coastal properties became a premium. Many of them have some nasty problems when rainfall over taxes the systems.
In this case though, it seems that the natural odors coming from seals and sea birds are the real culprits. How sad when someone spends several millions on a house near the beach and then has to put with the natural smells from living on the beach.
The government should send all those seals back to Mexico where they came from.

Bc, I think that you're getting this all wrong (how surprising). It's the very wealthy (Republicans) that are complaining now that they have moved to the beach and are unhappy that it smells like a beach.
