...was basically implemented at Boston in the wake of the marathon bombings. Not officially but it was a good experiment by the federal government.
Not sure why the FBI and Homeland were so heavily involved so early...no "group" was taking credit and early indications were that it was likely a domestic source.
So, was the experiment successful? Will people be inclined to sacrifice rights and services in order to "help" authorities during an "emergency"?

i am assuming the silence is an endorsement of the actions taken by the authorities....no worries...they will take care of you, just stay inside and obey

When I was in grade school, there was a concern about invasive "med flies" in the San Fransisco bay area. At night, they would spray insecticide over the town, and the next day we weren't supposed to go outside and play.
If I can handle staying inside when the government needs to spray for med flies, I can probably handle staying inside when the government needs to find an armed and dangerous bomber who is known to be in the area.

would the government arrest you for being outside when the spraying was occurring?
did they shut down the train system, bus system, airport and "suggest" that businesses remain closed during the spraying?
did they shut down areas that were not going to be sprayed because they may spray them...but may not?
remember that scene in the movie "tree of life"?
