Not necessarily.

In Hungary, there is a "Forensic Observation and Psychiatry"* (IMEI, Igazságügyi Megfigyelõ és Elmegyógyító Intézet).
It is a psychiatric institution for persons who have committed a crime, but they may not be punished because at the time of the offense they were in abnormal mentation.

If gun mania is not punishable, then I hope it is curable.

I have a 6.35 Zbrojovka, a plaything for self-defence, the only one could be bought in the 60's Hungary - even by regulars.

I'm an outcast from Heaven (no surprise).

I own two shotguns. One is my dad's 16 guage single shot. The other is a 12 guage double barrel that I got as a present on my sixteenth birthday. The best present I ever received (like Ralphy in "A Christmas Story").

I don't own ammunition for either one.
