1. You seem for forget we already have Background checks. That IS a form of "licensing".
2. You also forget that liberals say almost ZERO concerning mental health, which is the primary problem with near ALL of the mass shootings.
Instead, the liberal awnser is more and more restrictions on guns, which leads to their ultimate goal of total or near total bans, just like in most other country's liberals views and policy's have led to. If liberals actually wanted to solve most mass shootings, they would impliment mental health into the system. This would further "license" someone.
3. Conservatives and the NRA are also completely for people having Gun Safety classes when first purchasing.
This would be a further "license". Yet liberals don't focus on this, they focus instead on "banning" guns, starting with so-called "assault weapons", standard capacity mag's, etc. Further proof that liberals aren't interested in gun safety, but gun bans.
4. Liberals don't enforce existing gun laws..... and have lax prison sentences. Prison is a vacation, not punishment anymore, and a training ground, and because of that and the low sentense times, it creates repeat offenders. So, making prison painful again so people don't want to go, and actually punishing people especially for gun related crimes, would go a long way to resolving the criminal misuse of guns.
Conclusion..... As can be seen, if liberals actually wanted to reduce and solve gun problems they would do and focus on the above things.
But, they don't.... they focus instead on restricting the law abiding from having and being able to use guns at all or effectively.
Anyone with an actual brain and not brainwashed like liberals are can see the "agenda" of the Left.
