You are confusing facts with speculation.

Premeditation does not mean sleeper cell. Those two things can be mutually exclusive.
Strapping a homemade bomb to a remote control car does not indicate sleeper cell. It is indicative of someone trying to blow something up from a distance.

Repeatedly in the article you linked to we read that the motive is not yet known. Over and over again. Lots of speculation, but the motive is NOT YET KNOWN.
