To be fair in the US a disproportionate number of people of color receive assistance. However the majority of those receiving assistance are Caucasian.
Welfare was all but eliminated by President Clinton. Benefits are limited to just 5 years and no more than 2 consecutive years in a row. "Food Stamps" has become TANF. With the emphasis on Temporary.

Though it is sad that the teacher made such an offensive joke, we should give her credit for realizing almost immediately afterwards what a mistake she had just made and sincerely apologizing to the student. It would be wrong to refuse to forgive her for this indiscretion. I would hope they can both put aside what happened between them and have and amicable an proper teacher/student relationship from this time forward.
