Rudy Giuliani admitted that 'Spygate' is Trump PR tactic against Robert Mueller.

“It is for public opinion,” Giuliani said of his public campaign of dissimulation. “Because eventually, the decision here is going to be impeach or not impeach. Members of Congress, both Democrats and Republicans, are going to be informed a lot by their constituents. And so our jury – and it should be – is the American people.

As a logic fallacy it's known as Poisoning the well.

Wikipedia wrote:Poisoning the well (or attempting to poison the well) is a type of informal logical fallacy where irrelevant adverse information about a target is preemptively presented to an audience, with the intention of discrediting or ridiculing something that the target person is about to say.

Consider a few quotes from a master:

Joseph Goebbels wrote:
  • There was no point in seeking to convert the intellectuals. For intellectuals would never be converted and would anyway always yield to the stronger, and this will always be "the man in the street." Arguments must therefore be crude, clear and forcible, and appeal to emotions and instincts, not the intellect. Truth was unimportant and entirely subordinate to tactics and psychology.
  • If you repeat a lie often enough, people will believe it, and you will even come to believe it yourself.
  • Propaganda works best when those who are being manipulated are confident they are acting on their own free will.
  • This is the secret of propaganda: Those who are to be persuaded by it should be completely immersed in the ideas of the propaganda, without ever noticing that they are being immersed in it.
  • Propaganda must facilitate the displacement of aggression by specifying the targets for hatred.
  • The truth is the greatest enemy of the State.

I leave you with this one:

...the rank and file are usually much more primitive than we imagine. Propaganda must therefore always be essentially simple and repetitious.

It is blazingly obvious that Trump is convinced that the rank and file American electorate is, on average, even stupider than he is, and that he is deliberately trying to take advantage of that perceived stupidity. Taking unfair advantage of others' naïve and unwarranted trust in him has been his primary business strategy throughout his entire life, according to David Cay Johnson's The Making of Donald Trump. It apparently doesn't even occur to him that there is anything inherently wrong with that, and often even seems proud and boastful about it.

Whenever I hear some Drumpf voter say something like No Russian told me to vote for Drumpf I always think, man, their propaganda was effective.

I was just saying to my wife last night, the GOP is a case study in Stockholm Syndrome. The entire base loves the people who are damned them over.

And yet this same person more than likely read (and shared) some dumb anti-Hillary meme based on lies that originated in Russia.

Yep. Like any member of a cult, they don't recognize they've been brainwashed until they leave the cult.

And there's no doubt the modern GOP is a cult (who now accepts tax free propaganda donations from Russia).

This list helps explain both Fox News and the legion of internet posters with the latest talking points.

In the back of Trump's mind may be the thought that if he says Spygate enough times he will become presidented.
