Serious question: Do the moderators wish the matter to which this post apparently refers to become a matter of open discussion on this board? It would be good to have a ruling as soon as possible.

Universal Rule #3? Let's look at that:
Do not make mention of anything that allegedly transpired or is transpiring via the chat room or via private message that the source him- or herself has not overtly made public. People who communicate behind-the-scenes obviously intend their communications to remain behind-the-scenes. Any post on the board itself making reference to such things will be deleted.Yeah, usually that's enforced when someone has publicly disclosed personal information about another poster that was gathered behind the scenes. All too often, though, it serves to protect people who actually harass and/or threaten a poster behind the scenes, from public scrutiny.
Go figure.

Any PM or e-mail that violates the rules should be reported to Shades or a moderator. UR 3 is not a shield against the consequences of violating the rules.

I already said as much.
When someone is doing it behind the scenes, unless the recipient discloses it to Shades perhaps, there is no avenue by which we are able to draw public attention to what they are doing, except to issue a "Stay out of my PM's" statement much along the lines I my saying that to DCP in the past.

I didn’t think that “unless...report...perhaps” is equivalent to “should report” and wanted to make the “should” part clear.

What? A PM, or a mutually consenting off-board email is not 'P' as in private?
I am rule-abiding to the point of pedantry, but that seems to be going a bit far. Dammit, if someone I have encountered on the board invites me to an in real life (though in my case, shall we say, 'masked') email exchange, surely that is no business of the moderators on this board?

I was referring to UR 8, which does govern e-mails.
