ping youtube.com
If you get the answer
request timed out
...you're not reaching youtube. That could be because they are down or because your connection is down. But you already knew that, right? The difference is that if you know that if ZERO data is getting through, you've eliminated software above your operating system as the culprit of your problem.

One thing you can do is do a Google search for "youtube outage" and filter the search for the past hour or day. There are also several places where you can test your upload and download speeds.

I'm not aware of any one great grand clearinghouse for outage information, but if anyone knows of such a tool, please post a link.
