I dunno, with his brilliant use of red and blue horizontal striping maybe he had Luxembourg or Croatia on his mind? Remember, he's playing 4-D chess and he was 'drawing' the crazies in with an absurd example of their partisanship, trying to demonstrate to the world just how desperate and unhinged the Left has become? He's done an incredible job with a few strokes of a colored pen. Brilliant!
