Reagan died in 2004. Interesting that we're just hearing these conversations now. Unfortunately and undeniably it shows how racism is deeply ingrained in a good chunk of our society.

Reagan put in some gun-control in California. It was because some black groups started carrying weapons. So, it isn't like this should surprise anyone.
Generations usually have to die off for things to change.
