If you are stumped, here is the context of the quote:

he's also doing the rockets. He likes rockets. And -- he does good at rockets too, by the way. I never saw where the engines come down with no wings, no anything, and they're landing. This is why I call him the Moron Whisperer.

He speaks in the exact language that appeals to morons. He is in touch with the common moron. It's not that he's trying to appeal to morons, it's that he doesn't know how else to speak except in moron. It's part of the limitations of being a moron.
