Not that all things Chicago are corrupt, but there is an important notion from the citation.
"Those who have exhausted their unemployment benefits search less intensely for work, but are also willing to accept work that pays considerably less than their prior job."
So yes, while benefit receivers may be observed as "looking" more, it doesn't mean they are "accepting" more. Only a moron would draw that conclusion.

Serious question, because the claim seems counterintuitive, and the article is a wonky read, but why would someone who has no money not look for a job versus someone who has money and can eat or pay rent or whatever? For example, if I had no money I couldn’t pay my utilities, Interwebz, cablez, and pay for my coffee. I’d be incredibly uncomfortable, so I’d find a job at, say, an Amazon warehouse where I then could afford a roof over my head, and other things I like... I dunno, shoes, clothing, food, and cocaine. Help me out here with the logic.

Only a moron would ignore the fact that unemployment requests diminish when job opportunities increase. This just repeats something we who don't live with our heads up Rush Limbaugh's ass already knew. No one. Literally,
no one, is satisfied living on the dole. They will always prefer work that pays more.

I've noticed the teachers are pretty hostile against going back to work this fall. I can't help but wonder if the fact that they're getting paid anyway has something to do with that.

Why do people seek raises if they are already being paid? That seems crazy. Why would anyone want more money when they're already getting money?

It's funny for me to watch front desk staff who in the past would show up to work just to meet their unemployment benefits eligibility requirements. They'd show up but they would refuse to do anything at all. Won't answer the phone, won't greet the customer, won't clean up or take out the trash, just sits at her desk and draws pictures. So why go through this and get yourself fired? Because if you get fired, you're eligible for unemployment benefits.
Some of these welfare queens haven't chosen work in over 7 generations now.

It's funny for me to watch guys on the internet pretending to be gainfully employed go out and fu-ck sheep to pass the time. They would refuse to do anything else at all except make up stories about things they've seen which fits their idiotic made up view and then spend the rest of their time fu-cking sheep. Why bother doing actual work when they can fu-ck sheep all day and pretend to be a hard worker on the internet. You don't actually have to work hard; just saying it on the internet is enough.
Some of these sheep fu-ckers have been fu-cking sheep nonstop for over 7 generations now. It's what they refer to as "hard work."

People who think people "actively" look for work when they get Unemployment are people who've never gotten unemployment or known many people who've gotten it.
As someone whose been poor my entire life, and been unemployed many times and knowing MANY of the unemployed, it is a FACT that those who get unemployment at the lower income levels especially will for a time NOT "actively" look for work (i.e. actually trying to get a job) depending on how long their benefits last. The longer the benefits last, the longer they don't look for work.
Yes, I've done this sometimes myself... Though, I've always had good reason, doing it for a specific purpose or need. I do not just "take advantage" as many do, those able-bodied, etc.
In conclusion, it is NOT a "conservative lie".... It is yet another example of Leftists lying, willfully.
