Certainly that is the case. We have a rule about that:
No blatant or otherwise obvious personal attacks allowed. This includes personal attacks against a person's family members.
So...people can use the report button or I guess fight it out publicly and see how that goes.

Problem is, reporting stuff like that just means more work for the mods while the worst thing to happen to the offender is his post gets censored. That makes this place a troll's paradise.
