No one knows what consciousness is, and whatever it is, some animals may well have some of it or something like it. Bees, however, are a stretch. Their brains are so tiny.
Apparently purposeless or inefficient behavior could be defined to be play, but I’m pretty sure that the same situation can often be described less excitingly as mere failure of a crude brain to avoid inefficient behavior.
