What if the Russian citizen doesn't work for the Russian government? Would it then be just disinformation or is it still Russian disinformation?
If the Hunter Biden laptop actually belonged to Hunter Biden and wasn't altered, like the way Kevin Clinesmith altered Carter Page's email, how is it misinformation?

Can't tell without context. If the government of Russia has absolutely no role in creating or amplifying the information, I wouldn't refer to it as Russian disinformation. The label as I understand it refers to the nature of the information and not to the identity of any person who happens to repeat it.
Unless I've missed something, I'm satisfied that the laptop belonged to Hunter Biden. If I recall correctly, that's what the FBI concluded and I don't think Hunter has ever claimed that it wasn't his.
As for alteration, I don't think the absence of alteration has been established to any degree. In fact, there's good evidence that the copies of the hard drive that have been available to press outlets have been altered. Read the NYT article I linked to upthread.
But remember, at the time the laptop became an issue, none of the people who had copies of the hard drive would make the contents available to the public or press. They just leaked selected files that they claimed were on the hard drive. That's why the first two national media outlets that were offered the story declined to publish it. Rudy Giuliani et al would not provide the information that would allow the media to do its job and verify the information. And part of the whole "scandal" was disinformation about what was actually on the laptop and its significance. So, you'd need to go back and see what the role of the Russian government was in originating and amplifying that misinformation. What was RT saying? Or other government controlled media? Or government sponsored fake social media accounts? Context is everything and hindsight is 20-20.

With regard to the Hunter Biden laptop and conservative Republicans' apparent obsession with it, the more I read or hear about it, the more strongly I get the impression that it is much more about finding or fabricating anything they can spin into a discreditation or embarrassment of Hunter and, by implication, President Biden, than about any honest dedication to uncovering any real malfeasance or truth. Is there anyone here to whom this is not glaringly obvious?
In addition, is there anyone here to whom it is not equally glaringly obvious that Trump's MAGA sycophants are bound and determined to deflect attention from or excuse any malfeasance or crime committed by Trump and his cronies, no matter how egregious, and tell any lie necessary in order to to gain or retain their power and wealth?
A prime example of what the Republican party has become is their apparent refusal to sanction or disqualify George Santos from taking his seat in congress, despite his glaringly obvious lies about almost everything he has said about himself and his life during his campaign. Compare this with Democrats' history of being willing to sanction and reject even their own who have been guilty of questionable behavior -- Al Franken, for example. And his offense was comparatively innocuous compared to many of the things Trump has been accused of and known to have done. It is becoming increasingly difficult to avoid concluding, by default, that anything that comes out of a Republican politician's mouth is probably a lie!
