My guess would be (and we're getting very far into speculation) is that he thought that Joseph got it from God which he may have. He may not have. If he did though it seems he did not write about it or it's likely President Snow would have known about it.

Okay, I guess David O. Mckay and everyone after him. Maybe President Snow. Then again, it might have been all or it might have been mostly ignored. Whether God chose to answer only they know. If I had to guess I'd say he didn't until President Kimball.

My favored theory is that Joseph Smith restricted it for non-doctrinal reasons from slaves and Brigham Young took it to be universal. Again, a guess.
It's possible but God is capable of speaking if not asked so I don't see it as a pressing issue.

So it doesn't bother you that the prophets who are supposed to be leading the church at the behest of JC don't bother to ask him about such significant decisions?

They're not SUPPOSED to lead the Church, they do. IF they didn't ask then no. IF they did and didn't get an answer then no. IF they did and got an answer then no. So no matter what I'm not bothered. I take that whole steadying the ark thing seriously. If God wanted my help running the Church he'd ask me. If he wants a pink hippo wearing a tutu and high heels to lead the Church that's his perogative. If you want to spend time thinking up ways that an omniscient God got it all wrong while you have it figured out go ahead. I just wouldn't expect him to be impressed or amused.

They might have ordered the death of everyone in your town this evening and even now an army of Danites descends upon you ready to kill every living creature in a 100 mile radius. As you've taken every other speculation I've offered seriously I suggest you continue to do so and flee the town before it's too late. Don't look back. Had I only known, as a missionary, that prophets not only offer their own opinions as if sharing the will of God, but that they also may not even bother asking God his will, or God may not bother answering, I wouldn't have used the following as a door approach:
"if there were a modern prophet of God in the world today, would you want to know what he says"?
