They are officially published. You just don't have access to them as they are esoteric.

The nonTR membership, correct. Recall that one cannot inherit the highest degree in the CK without participating in the esoteric rites and that is official doctrine for all the membership (D&C 130,132, etc.).
However, those in the know also realize that many of the doctrines taught in the presentation of esoteric rites are the same ones taught to the general membership anyway.

People who work at the COB visit our Area every 6 months or so and I get to hob knob with them. They also get things done for me whenever I make a call. On several occasions, one of them has actually responded to our query with "Have your read the doctrine found in the publications of the Church?"

In the cases I'm referring to, sometimes matters of doctrine from local questions reach them either independently or up the chain through us. Invariably the answer is always "Your local leaders know the doctrine." or "Have you read the officially published works of the Church?" Sometimes they will answer directly and such are also always found the published works of the Church.
