It has changed from allowing for sexual relations between people who are not legally married to only allowing for those legally married to have sexual relations. That's a pretty big change.
It's merely a change in how a legitimate spouse is identified, not in any of the principles behind the LoCh itself.

The church used to recognize couples who were not legally married and give them the church's blessing to have sexual relations. The church no longer does that. Non-married couples are not ever given the church's blessing to have sexual relations.

I think the distinction is most important in the case of divorced couples. Imagine a scenario of a Utah couple temple married young at 21 divorced 9 years later but still friends. A moment of inspiration comes to the newly single wife that since they are married in the temple they are still married in the eyes of God and that should allow her to have some marital benefits she no longer has at home.
Upon renewing her temple recommend the Bishop discovered this arrangement and determined she needed some formal discipline. So I can saw at least 10 years ago the above arrangement wasn't kosher in the eyes of a Bishop.

after: '...shall not have sexual relations except with their legal spouse
I can only imagine that the change from 'intercourse' to 'relations' was due to a not insignificant number of members who defended their illicit sexual activity in church courts by stating that it wasn't technically 'intercourse'.
