It would seem that the Church makes an allowance for NOM's to be considered proper members and therefore not in need of 'keeping an eye on' nor 'sanctioning'.

Members of the Church vary in their levels of participation or belief. Latter-day Saints who have seriously contravened or ignored cardinal Church teachings (publicly or privately) are considered apostates, whether or not they have officially left the Church or affiliated with another religion” (Encyclopedia of Mormonism [1992], 1:59).

Sounds more like postmodernism. Perhaps NOM is a reflection of postmodern thinking. However, NOMs have been around since the beginning of the church. But they did not have a postmodern title to help them belong to a cohesive group.

Some NOMs ignore church teachings and advocate doctrinal changes that should be implanted. However, perhaps not in church but certainly on the internet under a screen name.

General Authorities are discussing and advocating doctrinal changes all the time.
Take Elder Jensen as a good example of someone advocating for change and doing so publicly.

Are you suggesting that members shouldn't question, discuss, advocate?

Let's se the doctrinal position on Church attendance.

75 It is expedient that the church meet together often to partake of bread and wine in the remembrance of the Lord Jesus;
D&C 20

That seems to be saying that Church members should attend sacrament meeting often.
(Often could mean once a month).
It says nothing about Sunday School or Priesthood...

That must be it: too many bell ropes. That, and narrowly separated time zones, and the fact that I have real respect (okay, maybe even a soft spot) for communist era Hungarians who were in the sciences and engineering.

I was fortunate enough to have one assigned to me as a mentor in Germany. He was by far and away the best engineer in the company, and the German management knew it. He was the best mentor, in every sense of the word, that one could ever hope for. The six month Unterricht under his tutelage was the steepest learning curve of my life.

Istvan had been to the States many times, knew about Mormonism and was not shy in telling me what he thought of it. Since, as far as I could tell, everything he said about Mormonism was true (and none of it was good) he not only set me on the path to becoming a real professional, in no small measure, he helped me see that Mormonism was a joke, from a rational and (sorry Stak) even a logical and philosophical point of view.

Even more so than educated Germans, the educated Hungarians I have met (of that era) know their philosophers.
